What is the appropriate response for the floor on this error?

This hand happened several years in the Nor Cal area. Still wondering what should have happened.

There is a flurry of action culminating on the turn, where villain checked, I bet small to induce, villain x-raised almost all-in, I 3-bet all-in. The river is quickly dealt, the hands were shown, and I won (full house vs. a very weak hand). The dealer now did the accounting, and discovered there was $35 left for villain to call which he attempts to collect and then villain says "I didn't call" [this is correct] and refuses to pay the $35. The floor is called.

What should the floor do in this situation?

V unfortunately is likely given the option to call or fold on the river since your hand is exposed and the river was dealt. Casino should offer some food comps or something to make up for the dealer error.

From what I've seen, The floor will usually shuffle back in the river card and give the villain back last action
